BUREAUCRACY

n. an elaborate system of administration in government in which there is a traditional hierarchy of authority to go through and a standardized set of policies to follow. These may make any official procedure lengthy and complex to accomplish.

BUREAUCRACY: "With bureaucracy, the word policy often becomes a source or excuse for delays in the processing of paperwork."
