GOAL-BASED EVALUATION

Evaluation determining the extent that a program has achieved its goals or evaluation objectives. Relies heavily on stated program goals and objectives and might overlook other merits of the program.

GOAL-BASED EVALUATION: "The goal based evaluation deals with achieving the goal."
