is a congenital protrusion of the meninges which cover the brain and spinal cord which results in an opening in the meninges forming exposing the skull or spinal cord. Cerebrospinal fluid can enter the opening and cause a wide rang of symptoms.

MENINGOCELE: "A meningocele is a congenital protrusion, or break, of the meninges membranes which separate the brain and the spinal cord."
